no, only if you download a mod on the pc. in gta4 there are 3 car shops but with that in mind you can steal cars from those shops.

you don't really need to buy one just steal one and keep it outside your house then save it and it will stay there

In Algonquin, just around the corner from Niko's safehouse in Albany Avenue, is the Grotti car sales room. This is stuffed full of Turismos, so Niko can break a window, step in and drive one out. He will get a 2 star rating, but can easily outrun cop cars in a Turismo.
