Can you control your sim in Sims 3?

If you mean that you can control the car by using arrow keys and the mouse, no.

You CAN, however, control where the sim goes around the town and they will drive there (without stopping the car at all, they just pass through other cars).

No you can't. When you get in a car it just takes you to where ever you want to go

if you buy a car in buy mode, where ever you go you will automatically get in the car and drive it to the place you want to go (unless someone else is using it).
