There is no college of illusion but there is the College of Winterhold. As the name suggests, it's in Winterhold (north of Windhelm).

It's a College of Winterhold quest. Just do those quests and you will stumble along the quest :)
There are two factions with 'college' in their name, the College of Winterhold, and the Bards' College.
I think you are confusing two cities. Whiterun and Winterhold. 'Dragonsreach' is a keep accessable on the north side of Whiterun. The Winterhold mages college is also north of Winterhold, accessable via the long bridge on the left as you enter the town. You must pass a magic test with Faralda first though.
