first you go craplist.net in the net in GTA4...

then you end up is some page but in the middle of it and down you will see women seeking men then you click on that.......and it will show other links.............

......... i forgot where you click but check every link until you see a girls picture there which is alex....and on the bottem of that page you click some other link and there.........

Yes. When you seduce him/her enough you get the option to give therejection letter or rip it up. If you rip it up you can marry Alex like any other villager
