There is a PCSX2 emulation program that needs a PS2 Bios to work. It or any other program will not play games as well or trouble free as a PS2 does

First they start with the PS2 bios and do not have the same hardware that is in the PS2. They are getting better, but remember that even the Sony corporation has enough trouble using the PS3 to run PS2 games that they stopped making them backward compatible. The PCSX2 is considered the best PS2 emulator and it is still in beta stage of development. The newer released beta's versions like 9.7 and 9.8 for PCSX2 do much better at the fps when the PC also exceeds the recommended levels of performance.

PS2 are DVDs and if you PC does not have a DVD reader you need to add one along with PCSX2 emulator and then learn to use it. Still it will not play many game titles games and never play any like the trouble free way a PS2 does
PCSX2 is the best and it is still in the beta stage. The related links will answer the second part of your question better. The Emulator tries to make your PC a PS2 and it never works as well as a PS2 and many titles are not even playable. Playable titles are not without there problems and personally it does not appear worth the trouble
No they can not be played on any recently purchased PS3. The old 4 USB port PS3s made in 2006 and 2007 could play some PS2 titles, but not as perfect and trouble free as the PS2 does.
By replacing it, you can watch all the YouTube videos you want they will not tell you how to fix your disc to work trouble free. Instead just replace it with many of the huge surplus of PS2 games already out
