Vice City & Liberty City are completely different games, & as such are completely different code packages. It would be impossible to go from one city to the other.

Liberty City is in a Different Game then GTA San Andreas,But in one mission you can fly to Liberty city.

It's a little bit after u get to Las Ventures

althoug some people say there is a glitch for how to get to it.

look in YouTube its got something to do with the gym you have to workout at the first time.
