No, you must install the expansion packs in the order in which they were released. If you don't have all the expansion packs, they must still be installed in their release order but skipping over the ones that you don't have. This is because each expansion pack might add something onto things that were previously only available in that expansion pack it belongs to (confusing enough, huh?).
