It is not possible to package a neighborhood onto the sims2.com. However you can package Sims using CAS or body shop...Individual lots can be packaged when "package lot to sims2.com is selected". Also you can package albums or blogs made with your family by using story mode.

it depends on the game and the neighborhood they never are the same.
I think you use 'Custom Content' button on the sims 2 neighborhood. I am not entirely sure but i think this is how you do it. Source my own game.
start/my documents/EA games/The sims 2 and in the sims 2 file you have others that keep the neighborhood and saved sims and other very important things. don't mess with the files unless you know what you are doing.
If you bought The Sims 2 Double Deluxe, than the code should be in the package. In mine, there is a sticker inside, above the game CD.
you have to package the sim. save it to your desktop or someplace that will make it easy to find. then click on the packaged sim and it will install it into your game.
If your game is crashing before it gets to the neighborhood screen, you need to open My Documents/EA Games/The Sims 2and delete the 2-4 files. Leave all the folders alone.
If they were files that you downloaded from the web for The Sims 2 (mods, hacks, Custom Content) you can just delete them from the Download folder under My Documents\EA Games\The Sims 2. If they were package files that were downloaded and installed using The Sims 2 package installer or original files that were installed with The Sims 2 game, you will have to reinstall the game. If it gives you an option, upon attempting to reinstall it, to repair the installation, you can try using that. Otherwise, uninstall and then reinstall it.
you can exit the household and go into neighborhood view, then load the household again. or you could always restart your game. try checking if your computer meets all of the sims 2 system requirements.
It's probably freezing because when your in a neighborhood, the screen has to rotate for the opening, and the game itself by be out of room. If you look at the free space you have to use on the disk, it could say zero kb, which then i suggest you delete your entire sims game, and then start with a fresh disk.
if i were you i would reload the sims 2 onto your computer. well at least the last one you installed
