Can you play as Master Chief in Halo games?

in halo: combat evolved, Halo 2 and Halo 3 master chief is the main protagonist and, except in halo 2 where you also play as the arbiter, is the only playable character throughout the campaign. However in Halo 3: ODST you do not play as master chief instead you play as "the rookie" an ODST trooper and you play as the rest of his team.
