It was designed to have the games sound and music and to use the files to play the game. Although you can use a PS3 to play music you can not use the PS3 to do two things and the game would have to be developed that allowed storage and retrieval for your own music. It's more likely they would only allow playimg of the music they sold you

Because you just cant. You can listen to music just not using the PS3 because it does not do multiple tasks at the same time. It plays a game or plays a music file. It can play music if it is part of the games design features.
