You can create as many families as you want, however you can only play one household at a time, unlike Sims 2, where you can control the whole town at the same time, by going to different households.
when they move out, they will enter The Clipboard (the place where the Sims are kept after you've made them but before you move them into a house. From there, you can move them into a new lot to play them.
You just put the disk in and download it, you need the sims 2 installed to play the pets version. Just install it like you did with the sims 2.
