Yes you can. If you have a second farm than go under hand tools, witch include move tool and regular tool, and you will see recycle tool, this is found in the bottom right corner, and if you click on that you are able to delete fallow plots. If you do not have a second farm than in the right corner there is a recycle tool click on that and you can delete fallow plots.
I've never seen it disappear on its own, but you can plow it with the hoe or remove it completely with the shovel.
To fallow/plow land, it costs 15 coins per square. You can also just leave the land un-plowed and it will not cost you anything. However, you won't be able to grow anything if you don't plow it.
