I don't believe you can remove the fan from your computer. Firstly because it cools your system down from over heating and because it is connected to the main electricity supply so it wont turn off.

make sure your computer is unplugged and remove the fan from inside, and thoroughly clean it. this will "lessen" or remove the windy noise.

The wench will be used to remove the clutch fan nut. Remove the nuts holding the fan then remove the fan blade.
The computer's fan does nothing more than help cool the computer's internals. The fan will not have any impact on the speed of the computer if it is working properly.

It sounds like it is overheating. Remove fluff from the fan and vent. Check the heatsink on the processor.

When playing on the computer the fan should keep on so it does not over heat. It is safe for the computer fan to be on.
The first step to getting to the CPU is to unplug the computer. Open the left side of the computer if it is a tower, or the top if it is a desktop. Attach an ESD(Electro-Static Discharge) strap to the pc case, then to yourself. Unplug the fan just next to the power supply from the motherboard. Remove the fan from the computer via clips. When you have removed the fan, examine the heat sink. The heat sink is the aluminum vented/slotted block that the fan was hiding. After you have examined and figured out how the heat sink is held in place, carefully remove it from the computer. Now you have exposed the CPU. The CPU may be held in by a small metal arm on the side of it or may have a square metal ring. You can gently lift the CPU out of the motherboard after you have released what is locking it in place. You can figure out how to remove these parts carefully and without incident if you look at them close enough.
