Keep in mind that using console commands disables the ability to unlock achievements via Steam. This can be avoided by entering the console commands you that you want, saving and then exiting the game completely . Once you reload your save you are good to go and can unlock achievements.

There are, but only for PC. The "~" button opens up the console, for which their are dozens of commands. Google fallout New Vegas Console commands for a list. A few quick good ones tgm: Toggle god mode; Infinite health, never reload player.additem f (#): where (#) is the number of caps to add tcl: toggle clipping, or walk through walls
To get infinite ammo in Fallout: New Vegas, you can use the console commands if you're playing on PC.
