The Stardust Dragon can use its negation effect, but will not be able to resummon itself. Special summon-only monsters (which Synchro, Ritual and Fusion monsters are) must be 'properly' special summoned first (ie, Synchro, Ritual or Fusion Summoned) if you want to resummon them from the graveyard.

There are cards that can get them on the field without properly summoning them, like Cyber Stein, and Starlight Road. If you summon them with these, the monster can't later be revived from the graveyard after it gets destroyed.

Starlight Road will resolve first, but since Royal Decree is still active at the time, Starlight Road will be negated. Heavy Storm will then resolve and destroy all S/T cards. Because Starlight Road has to be chained to Heavy Storm in this case, there's no way to get Heavy Storm to destroy Royal Decree first and allow Starlight Road to resolve after, without adding additional cards, like a Mystical Space Typhoon at Chain Link 3. MST will resolve first, destroying Royal Decree. Starlight Road will resolve second, negating and destroying Heavy Storm. Heavy Storm has been negated and won't resolve.

If you've got that, then you can chain Starlight Road to EEV. (Starlight Road's specific wording is 'control' which means something you have on the field, so cards in hand don't count either even if they'd be destroyed).
