Yes, the Action Replay is region coded. There are codes for North America, Europe, and Japan (at least those are the main ones that I know of).

They should work. Check the codes are for POKEMON PLATINUM ONLY and check if it's the European code cause European codes don't work on Nth America games. You could also be missing the master code: CPUE-D074D1B3
