I think she does, at the end when she says: "I.....See you later", more than likely she was going to say I love you. She breaks the mirror so she wont be tempted to be with Link, because she belongs in the Twilight realm. Also after the Puppet Zelda fight she leans on Links shoulder and they smile warmly at each other. But that's just my opinion.
