Answer: No, constitution is your "health". The higher your constitution, the longer you can survive in fights. Constitution is essential in combat, but it does not affect your combat levels.
Answer: Yes, health points, now called "constitution", is one of the factors that is included in the formulat to calculate combat level. Other factors that influence the combat level include melee, magic, or ranged levels (whichever gives the highest result in a certain calculation), defense, and prayer. And, on member worlds, your slayer level.
Answer: Yes, constitution does increase combat level, but like the user above this answer, he/she got one thing wrong. Yes constitution, melee, magic, ranged, defence, and prayer do increase combat. But when he/she says slayer increases combat level, he/she is wrong. Infact, it is the member skill, Summoning, that brings the max combat level to 138.
It can give experience for combat while you are fighting in the dungeons.
Doing slayer is a great way to level up because most of the beasts you get set tasks on give great combat exp as well as slayer exp. Summoning for members can also give you combat levels as well, but the levels will only be for members worlds, not non members.
Ancient bones give you a lot of prayer points and they get you up levels quickly
There is loads of different ways of getting the Fire Cape, too many to give you a specific one that would be effective, and it all depends on you combat + Ranged Levels, though all i can say is Range with Guthans is effective.
I find it difficult to get specific information on quests for this skill. An online guide states: "Completing the easy quests Fight Arena, Holy Grail, Waterfall Quest, Scorpion Catcher and Tree Gnome Village will give you a huge boost to your combat level..." - but that is combat in general. Some quests, especially advanced ones, give lamps or similar items that can be applied to ANY skill, so you might use those, too. But in general, if it is combat experience you want (including constitution), I suggest you just fight a lot. You may want to do most quests anyway, either for the satisfaction of having them done, or for the benefits they give you - including experience in different skills.
Dharoks and Veracs
No. This is against RuneScape's rules.
Different combinations of skills can give you combat level 100. Search for an online skill calculator, to tell you what skills might improve your combat. By the way, 100 is not the highest combat level. Anyway, it will take you a long, long, time.
That really depends on your slayer level, as well as on your combat level. The higher-level slayer masters will give you more difficult monsters to slay.
No, that is against the RuneScape rules.

No one can give Runescape accounts to someone else. It is against the rules.
