It really depends on the kid and how much money his or her parent's willing to spend on 'em. DSis are considered better, as long as the kid doesn't care about GameBoy Advance games, which chances are pretty good he doesn't.
Overall the DSi is a LOT more entertaining with or without games, whereas the DS absolutely needs games for anybody to really enjoy it.

The original DS can play them, as can the DS lite. The DSi, DSi XL and the 3DS do not have a GBA slot.
