Do you have to beat the elite four to get Groudon?

Yes you do. Because after you do, you may also find a Latias or Latios depending on whether its Ruby or Sapphire.You must open i think 6 dots, or something, and then the 3 doors will open, one in a desert one next to lilycove, and one more next to dewford, on water...to open the 6 dots, you must have Dive and go underwater. Its pretty hard, but you'll need patience.

in Pokemon ruby you DON'T need to beat the elite four to unlock the regice, regirock, and registeel

the only thing you need is a wailord and relicanth to unlock the doors an a Pokemon that knows dig surf and dive

if you don't have a Pokemon with dig you can get dig in Fallarbor Town and talk to the little kid in the house

Thankfully no! In Ruby you get before you defeat the 8th gym leader. Sapphire you don't get it at all. Emerald you get it after the Elite four. You go to the weather place in mossdeep and talk to one of the guys and they will tell you were Kyogre and Groudon.

No you don't. All you have to do is get Rayquaza out of the Sky Pillar to stop the Legendery War 2 and then you defeat Juan. Then go back to the Sky Pillar and catch Rayquaza!!!!!

No you do not have to beat the elite four for the Regis. You can get them as soon as you beat the Mossdeep gym leaders. You will need dive, dig, a Wailord, and a Relicanth to unlock the chambers.

You don't need to beat the elite four to catch the 3 Regis. You will need a Wailord and a Relicanth. Have Wailord leading your Party and Relicanth at the very back. Get a Pokemon that know Flash, Surf, Dive, Dig, Fly, Dig. Fly to Pacifidlog Town and go to the very south of the Town. South to the left, staying as low as you can. When you start Surfing, you should be pushed right in front of a fisherman. Again, go to the very bottom and surf. You'll crash into a rock. Go up once, and you'll end up in a place with shallow water surrounding a plain surf spot. Again, go to the very bottom and surf. You will be swept all the way to 2 swimmers; one girl one boy. Go to the most bottom again, then you'll be swept to some shallow waters. Surf at the very bottom. This one is different. You'll end up a big patch of shallow water. Go the the very bottom BUT DON'T surf. Take exactly 2 steps up and face the left to surf. You should find some dive water. Dive in there. Go south and all the way to the end. There will be braille writing. Dive up to the surface and you should be in Sealed Chambers. Go to the very north. Use Dig there, and you should end up in a different room. Go the the very back, and read the braille. Suddenly there should be and EarthQuake.

You're ready to catch the regis! Fly to Lavaridge Town, and go east leaving the city. Go into the desert and just keep going south. You should see an open cave. Go inside. Go right in front of the braille. Go left x2, then down x2. Use rock smash the the door should open. Look it's Regirock! Go catch it.

Next is Regice. Fly to Petalburg city. Go west and run to the sand. Surf and stay as left as you can. When you head to some trees, there should be a little gap and surf through it. There should be an open cave. Go in. Go right in front of the braille. From either left or right (your choice) run around the whole cave without stopping. When you come back to the braille, it will open. Now go and catch Regice >.>

You're up to Registeel. Fly to Lilycove City and run all the way west. Keep running until you find the Lady with green(ish) hair that gave you some berry. Yeah, climb up the stairs and keep going north. It should start raining and there should be an open cave! Go in front of the Braille and take 4 steps down and use flash. Yeah, Registeel is in there and go catch him <.<
