No. These are the only marriage requirements:
Have at least nine hearts with the character
Complete all of their Heart Events
Upgrade your house
Get the Blue Feather
Some people can not be married unless you have rung a specific Bell or all the Bells. But Maya is not one of those people. You might have to ring the Red Bell but you do not need to do all of them.
