You can buy a house without any DLC. Go to your selected city and find the Jarl. You will have to complete their quests until they name you their Thane. They will mostly give you prerequisits for this such as helping a certain number of people in that city before you can purchase. Most houses are expensive and they vary greatly so saving up coin is a good idea.
