Yes. It's DLC.
You need to install a mod, user-made content where someone has added them into the game.
Not necessarily. You might need it to instal it, if you don't have the disk along with Skyrim when you bought it. But once it's installed, you can play offline same as you can play regular Skyrim offline.
It depends on the cost of each individual game. Skyrim (The Elder Scrolls: V) costs $59.99 at almost every retailer. So you'd need each game to be equally $20 or more for a trade-in.

No. I bought Skyrim, and have not played other Elder Scrolls games. While their is some information that you may not know, Skyrim is a completely different game. It takes place more than 200 years after the previous game, and the plot does not relate to the other games. However during loading screens, you'll always be given a small paragraph of information (while waiting). This information sometimes concerns events in past games, such as "This group was created in response to the Oblivion Crisis" (which happened in the previous game. While knowledge is not vital to play this game, you can always find past information on the elder scrolls wikia or on wikipedia by reading game synopses.
See the related link below for the official specifications.
About level 20 or higher. You'll need it to fight the dwarven mechanisms
Different mods require different versions.
Modern systems will need to use a program called DOSBOX to run it, try using that.
