Do you mean in single player? In multiplayer just get the second connected controller and play campaign with two poeple. You automatically become the arbiter while your partner is master cheif. If you don't have anyone to play with at home, then you can go on xbox live and play with up to four people on campaign. (master cheif, the arbiter, and two other convenant guys i don't know the name of.) The others are just plain elites
