Yes, Halo Reach does have a Forge mode, it's found in the main menu.
Further information:
Scroll down in the main menu until you see the Forge option, select it, and you will be able to choose which map you wish to edit by selecting a map, you then make sure that you have put the setting on basic editing so you can use the Forge editor, then have fun playing with the forge!
