Yes, but it is really rare because only 5% of Relicanths have green shards, and relicanths are hard to find also. There is a green shard on route 126 that you can reach by diving from route 124 if that helps.

there is a slight chance of a Relicanth holding one when you catch it wild. you can also find the underwater and on beaches in pokeballs on route126
I do not have Emerald. But in Sapphire, the Pokemon Relicanth is holding the Green Shard. I caught one and it was holding it. Now I wish I knew what the Green Shard is for! By the way to catch Relicanth you need to HM8 dive. The description I have for the green shard now on my Fire Red is: "A small green shard. There are four shards in Pokemon Platinum which are the red, blue, green and yellow shards. These can all be found in the Underground and they are also held by certain Pokemon. I know that Corsola can hold a red shard and that Relicanth can hold a green shard. The shards can be traded with various move tutors who will teach your Pokemon an attack in exchange for a certain combination of shards. The three move tutors are found on Route 212, in Snowpoint City and in the Survival Area.

You need to dive into deep water around Sootopolis City and search through the seaweeds. Relicanth is quite rare but I managed to encounter 2 in half an hour. Actually, if you dive around the darker areas near Mossdeep City, you will find small dark circles and they will have hidden items under them.. You can find Green shards under water if you search hard enough, or you can trade it from a friend...
