If you finish the storyline successfully in GTA IV and want to start again, you have to go for the New Game option. It does not restart automatically.
However, if you finish the storyline, there are plenty of things to occupy yourself throughout Liberty City, if you haven't already tried: pigeon hunting, stunt jumps, vigilante in the cop car, street races, finding Stevie's cars. If you complete all the storyline, sub missions and these side missions, you can reach 100%, but it can take a while.
