Well, I don't know WHICH Elder Scrolls you are talking about. If its Elder Scrolls Online, then the APPROXIMATE release date is February 2013 (which was six months ago and it's still not out with no concrete release date in sight). If its Elder Scrolls V : Skyrim, its already out! :P If its Elder Scrolls VI, we have no idea, and it usually releases few years AFTER the GOTY edition of the previous game (Skyrim in this case), which is not out yet.
The GOTY edition is available on Steam.
No, because GOTY is automatically patched, I believe.
It depends, but if your laptop is not ancient, it can play it fairly well. It has a fairly large file size, however.
Yes, judging by the past GOTY Editions of the past games (Oblivion and Morrowind), the Skyrim GOTY will feature ALL the expansions, as that is what a Game of the Year Edition is: The game with ALL expansions. To give you an idea of how what a GOTY is, please visit these links.
The Elder Scrolls iv Oblivion is a PS3 game of the year
It is a DVD case with a wider spine than usual. It has four DVDs inside, two on each side, overlapping each other.
assuming that it's the same as the not GOTY edition, once you've been attacked by the dark brotherhood (this happens randomly once you rest). Then, talk to any guard, they will tell yo to go to Ebonheart. Go there and find Apelles Matius. He'll tell you that Asciene Raine can transport you to Mournhold.
This is a common problem with the GOTY editions. The game probably does not activate expansion packs automatically and you have to manually activate them in the startup dialog under "data files".
