To activate the Darkwood Cullis Gate in Fable, you need to first complete the quest that involves retrieving the necessary key. This typically involves progressing through the main storyline until you reach a specific point in the game where the gate becomes accessible. Once you have the key, simply approach the gate and interact with it to activate it, allowing you to travel to new areas.
It is in the Guild Cave to the right of the Cullis Gate.

To get to bloodstone in Fable 2 you have to progress in the storyline. When you free Garth from the Spire, you'll head to his castle and where he'll teleport you to Wraithmarsh through the use of a Cullis Gate and when you get through Wrathmarsh you follow the gold trail to get to Bloodstone. Beware of the deep fighting you'll be heading into as soon as you start that quest.
So the normans could pull up the bridge and the rebelling angelo-Saxons couldn't get into the castle. if they got into the castle a cullis gate would close around them, and above them a Norman soldier would pour hot boiling tar over him.
It's probably not a glitch. Before you can go down the well, you have to finish the Wraithmarsh quest. Until you do, there will be a large statue blocking the dive spot. To get to the dive spot (after Wraithmarsh), go to Brightwood Tower. Outside of the tower, you will see concrete railing all around the area near the cullis gate. The dog does not lead you to the spot. Just look around and you will spot an area that is missing the railing. It's not hidden or anything. Walk up to that spot and your dive command will appear.
