I'm sorry to tell you this, but since he's level 100, the stat boosting techniques only work if the Pokemon can go up another level. That really sucks for you, though. If you could get a lower level Arceus somehow, you could raise it's stats, but otherwise, what you're doing doesn't work because he'd need to go up a level for the stat boost to have an effect.
