Well, catching a Pokemon depends on a few factors: health, status condition, ball used and luck.

The lower the health of your target, the easier it is to catch. (Guess that is why they have a move called false swipe)

Making your target get a status condition would increase the chance of catching it as well. For instance, sleep and freeze would increase the catch rate more than poison, burn and paralyze

The ball being used would have a huge effect on catch rate as well. An ultra ball has catch rates 2x higher than pokeball.

Luck is also another reason. According to wiki, 4 numbers with range between 0 to 65535 including the 2 numbers are generated at random. Whether or not you can catch a Pokemon depends on whether this number is smaller than the result of a formula, where if all 4 numbers are smaller than the result, the ball will get caught.
