How can I fight a lower level vampire on Facebook's Vampire Wars?

You can only fight the same level vampire. For example you are a level 14 vampire, then you can only fight level 14 vampire's too. But you could fight a lower ranking vampire. You can find what your ranking is under stats on the coffin option. For example your ranking is 1,500 then on the fight list you can choose either a lower ranking (below 1,500) vampire to fight with or a higher ranking (over 1,500) vampire.

A tip though, if you want to win fights, it's better to choose vampires that have a lower rank than you, say a hundred or two hundred lower than your rank. And have a lower number of friends in their clan, just in case one or many of their clan member is strong. Because clan members can help in a fight/combat. Another important thing to keep in mind is never combat with a vampire that has a higher title than you. For example your rank is a Fledgling and you combat a Neophyte..a big no no if you don't want to get killed (even though afterwards you'll resurrect again) but as an impact of losing a fight your ranking will decrease.
