If you mean the pbe testing server, then yes you can. All of Riot's servers can be played anywhere but it is recommended to play on one located near where you live.

League of Legends is online as it requires you to connect to a server to play.
Unfortunately, in Philipines I do not think you can play NA League of Legends because your internet's IP address is not the same as USA ones.
I'm afraid you have to wait until it's not.
If the server says unavailable they are likely doing maintenance or some sort and should be up and running in a few hours.
Nearly all of the League of Legends PBE Servers are now discontinued and nearly no-one plays on them. Mostly all users now play on the Alpha Servers using the LoL PVP.Net Servers Client.
There are many problems that occur with League of Legends while logging in. The most common is that the server is busy. To fix this, try to login again. If it doesn't work check the LoL Support Page, provided in the Related Links area of this question.

If Amumu (the mummy) is in the icon, then it may be an issue with your Internet connection or Riot's servers. If Blitzcrank (a robot) is shown, then Riot is updating or fixing something on their servers. Best thing to do from there would be to visit the League of Legends website and check out the server status from there.
