It isn't possible to obtain a wild one in Emerald. You have to trade with someone (or youself) with a Ruby or Sapphire

You can find Surskit at route 102 and 114, however it is pretty rare because its catch rate is only 1%. You can also find it at route 117 when you hear there's a swarm of them on TV.

Normally you can't find it until the TV mentions a massive breakout of Surskit on a specific route go there then capture it.
