Yes, you can buy armor from the blacksmith, you can dye your clothing from the tailor, and you can also unlock Altiar outfit by finding the assasin seals in the assassins tombs.
You cant. Assassins creed 2 was made before brotherhood, the design was non-existent and therefor never programed into the game.
You cannot unlock the costume in game. The only way to unlock the costume is by spending Uplay points through the in-game interface.
When you upgrade your assassins to level ten they get a costume which looks like Ezio's. To level them up just send them on missions. When they reach level ten there's a video which shows them becoming a true assassin. You can still summon them for fights and send them on missions but they get a cool new outfit.

You can get both Altair's robes and armor by going to the main menu and selecting Uplay. From their select Rewards and then assassin's creed brotherhood. From there you should see Altair's armor and robes which you can buy if you have enough points.
