You can get a pilots license by flying, the longer you fly for the more points you will get, just don't reload when you crash or you will lose the experience. If you park a car along the airport fence in the first city, you can jump on the car roof then hop up and climb the fence. Once inside the airfield there are 2 airplanes, a single engine prop plane, and a dual engine private jet. Take either one and fly around (these planes will never be locked), after a while you will get your license and the airport front gate will open for you.

You can also wait until far later in the game and go to the abandoned airfield in the desert, north of the secret military base. Their is a challenge area in the second floor of the little building. This method will take longer since you have to complete about 2/3 of the game to get to this area.

Or just enter cheat naturaltalent and you will get the fastest license with many other benefits like you will be able to do max bunny hop, max vehicle stats and the doors of Airport and I think also of boat club will be open for you.
You stay in a plane for 40 to 60 Minutes.

CJ passes all the lessons at The Flying School in Verdant Meadows to get his pilot's licence. This also gives him access to all the airports and the planes therein.

Assuming you mean your pilot's liscense... First, you need to make it far enough in the game until this guy tells you to buy an airstrip in the desert. After you buy it, there should be a red marker up the stairs. Walk into that to begin the flying school. After doing so many of them, you'll get your pilot's liscense. Once CJ has bought the airstrip, he is able to enter the Flying School office. where he will get another call from Toreno telling him that he needs to learn to fly to continue working on the missions and how to get started on these. Once CJ has completed all the Flying School missions (which will give him instructions on how how to fly the aircraft), he will have his full pilot's licence and can access all airports in San Andreas and also fly the planes and helicopters situated there. There are other aircraft available in the game which he can use of course, for example, there is a Sea Sparrow chopper situated on the waters in the Sherman dam area.
