If you've been inflicted with it as part of the Bloodmoon main storyline (the werewolf attack on the fort) then the only way to cure this is to proceed with the main storyline itself. You should have been told the next steps. Until then, there's no point trying to cure the disease, because you can't.
In "The Elder Scrolls III: Morrowind," to cure lycanthropy (werewolf affliction), you must complete a quest given by the NPC called the "Cursed" in the town of Ebonheart. You'll need to find the "Cure for Vampirism" quest item, which involves acquiring a rare potion. After that, you must deliver the potion to the appropriate person to lift the curse. It's essential to note that if you decide to embrace your werewolf form, you can choose to remain a werewolf permanently.

Yes. You can use the phone and call the Obedience Trainer. Wait for her/him to come over. Then buy a potion from him/her. And then, simply drink the potion. (you may have to be a werewolf when drinking the potion for it to work) See the related link below for video description.
Call the Obedience Trainer on the phone, regardless of whether or not you have a pet. When they come round click on them and then click 'buy potion'. The potion will be in your inventory, pick it up and place it in your house somewhere. Wait until you turn into a werewolf at night and click on the potion and drink it. Your sims will be cured of lycanthropy (being a werewolf)

By using a Restore Strength potion/scroll/spell, or getting blessed with "Restore Attributes" at a temple shrine.
