There is no officially released PC version of Ocarina of Time. To play the game on the PC you would need to find a ROM dump, that is, a copy of the game that has been transferred from the game's cartridge. Once a ROM is found, you could play it using a Nintendo 64 emulator, such as Project 64 or 1964.
The legality of all of this is ambiguous, since neither the game nor the console are officially in production anymore.
OoT is abbreviated for Ocarina of Time. The fifth Zelda game is called The Legend of Zelda: Ocarina of Time. People call it Zelda OoT for short =).

Legend of Zelda: Ocarina of Time comes in two forms for the Gamecube. There is a disk that has both OoT and OoT Master Quest and was a pre-order gift for Wind Waker. Also, there is something called the Legend of Zelda: Collector's Edition that has various Wind Waker demos and a video, a Zelda retrospective, Legend of Zelda, Zelda 2: The Adventure of Link, Legend of Zelda Ocarina of Time, and Legend of Zelda Majora's Mask. Both disks seem to be located on Ebay, I haven't seen them at Game Crazy or Game Stop in a long time. But u can still check a few game stops. Today I saw the Oot and Oot Master quest at gamsstop. A few days before I saw the collector's edition one too.
