You could try to use either Xpadder, XBCD, or Pinnacle game profiler. But none of these will make your controller as desensitised as using the xbox controller with an xbox360.
Going by the many many posts about this subject online, i would be surprised if Microsoft were unaware of this problem, however in my humble opinion, MS efforts to fix this issue may well be eclipsed by the will to promote the Xbox360 instead the windows/PC gaming platform.
As i mentioned Pinnacle ,who have a very cosy relationship with microsoft (i.e. MS own shares in Pinnacle, and they joined together to make certain office software) seem to have the most effective fix, and are selling the pinnacle game profiler for around $20.
With all three of these options, (xpadder, XBCD and Pinnacle game profiler) you will need tweak and calibrate via the interface before you play any games, but all will offer far more options than the standard windows Xbox360 controller interface.
