When you are about to go to the island to fight the evil guy go to the Hq lab and go in the main door, on the left side there is a room go into the room and the professor will talk to you and the rug will open to become a staircase, follow the professor down the stairs until he stops. You find the master ball in the center of Team aqua's lilycove hideout with 4 other balls 2 of them happen to be level 30 electrobes. In order to get a master ball, you have to get through the team Aqua hideout. In one room, there are 4 balls. 2 of the balls are Electrodes, one is a nugget and the other one is the master ball.

Well I've done this before, you go to mauville city and then talk to all the people there but you have to find a secret person he is dressed as a ninja he is in the Pokemon center. you click AAXXBBYY (if you have a d.s.) left right and he'll appear then he'll ask you if you want a master ball then you have to battlle him. you could try to win the lottery in the lilycove dept. store. example: your ID number is 62416(that's mine).then go to the place and talk to the lady and say she pulls out 12938 you get nothing. If you get 62077 you get PP UP. Because 62 is the first part of the number. If you get 62416 the same exact number as your ID you get a masterball. chances of that is 1/10000. Or you could cheat like a stupid cheater who is lazy and doesn't want to do the actual work.

When you are eventually allowed into the hide out use the teleport pads until you find a room with four pokeballs. One will be a masterball.
