ya. you put in boolprop testingcheatsenabled true. then you hold down the shift button and click on any sim and something with the word badge will be on the menu. click that and a sailboat will apear at your sims feet. click the sailboat and choose the badge you want. you now have that badge. and yes it works for fishing and gardening.
