You can use this cheat on PS2 that will spawn you a jet pack:

L1, L2, R1, R2, UP, DOWN, LEFT, RIGHT, L1, L2, R1, R2, UP, DOWN, LEFT, RIGHT
you would have to be at an airport and be lucky enough to find one there or one landing and then just take it. Or you could use the Jet cheat code where it spawns a jet
