Ok. After you get somewhat into the main portion of the storyline a thing called Outer-Ops becomes available to you. To assign a mission to a soldier you have to go into Outer-Ops. You will be able to select any soldiers in the battle group (no mess hall, R&D etc etc) Select as many as you want along with any vehicles you've captured in the story or extra ops
In Peacewalker, to get armor you need to complete the Main Ops missions. In a few of them, you have to look for little boxes that contain armor and will be unlocked at the end of the mission. Also if you complete the Extra Ops missions and get a S++ rank, I believe you obtain armor from that also.
you don't get the weapon parts. You find documents in missions and extra ops to build your weapons.
you have to do missions then go to the icon labled R&D go to wepons then pick the ont that you want to deveop then do a few more missions then they shold be developed have fun :D

complete the game when you complete it the "last" mission is peacewalker but its not its zeke battle after you complete peacewalker do a couple of missions then zardonov will escape then do more missions carry on this until he escapes and he takes his tracker off you wont have a mission to find him to find him hes in extra ops 1 up the stairs then there'll be a video then zeke battle will come best way to kill it is use motherbase weapons
There is no such thing as the XFIM-54 in Metal Gear Solid: Peacewalker, nor is there in any other Metal Gear Solid game. If you're talking about the XFIM-92A, then you need to complete the C-Difficulty ops in Outer Ops (not C+, just C).
