How do you beat bully?

Well, to be honest, it's very hard to type how to complete an entire game in one answer, because I don't have around six hours, and depending on what console you have, it can be very hard to help. I suggest reading walkthroughs, but basic advice is this: Run from the enemies if you are loosing, use Grapple, it is really underused and use your equipment.

not giving in to it. the schools will SUSPEND you for self defence, so the real (and mentally hard) way to win is 1) telling on them at the time or a little after a bully does an offense. 2) don't do what the bully says and don't give in to their abuse, they feed on fear, don't give them any, they'll starve. hope this helps! :D
