When you are wearing the invisible Chameleon Suit, wait for the dog to move away and then run forward. Stop and become invisible before reaching the next dog. They only see you while you are moving.
Getting the Chameleon Suit
First, go into the eyewear store on Main Street. Ask the doctor for an eye exam. Everytime he points to a symbol, identify it as the opposite direction. For example, if he points to a E, click the backwards E. If he points to the M shape, click the W like shape, and vice versa. He will see that Director D has sent you and tell you to meet him upstairs. Go outside and enter through the second floor door. Dr. Spyglass works for the spy agency and will give you the Chameleon Suit.
Using the Chameleon Suit
When you go to the Docks, put on the suit. Enter the roof door by avoiding the guards. With the dogs, you will have to stop moving as soon as you see them. After a few seconds, you will blend into the wall and dogs will walk right past you without harming you.

Go to the Spyglass Eyewear store and ask for an eye exam. When he points to a symbol, choose the one that faces the opposite direction (for example, M instead of W). Getting them all wrong that way tells him you are a friendly spy. When he goes upstairs, go outside and enter from the upstairs door.
The doctor will give you the Chameleon Suit that makes you invisible when you are standing still. Use it to slip past the guards and their dogs.
The same "Chameleon Suit" makes you invisible to both the guards and dogs at the docks. The difference is that you need to stop moving faster when you see the dogs, so that you are invisible before they get to you. After they move away, you can resume walking.
