How do you become Luigi in Super Mario Galaxy?

Collect all 120 stars and then talk to Rosalina. She will send you to Bowser's Galaxy Reactor. Defeat Bowser, and you will unlock the option to play the game again as Luigi.

Repeat this process with Luigi to unlock the final galaxy for Mario and Luigi.

There are two Luigi's and the second one gets you the Luigi stars. Rosalina also refers to the second Luigi as the playable Luigi's twin instead of brother. The playable Luigi is noticeably shorter than the Luigi that gets the hidden stars, and obviously jumps higher than Mario. He also has less traction (he slides farther when you stop), and his costumes change to match his green color.
