Head a few thousand years into the future first of all, (assuming you can do that) and pick up an electrostatic magnetic field generator, (we have them now, but they're very large and cumbersome), which is small enough and powerful enough to move water without being so uncontrolled to kill everyone around you.

Then, you'll probably need some nanomachined neural implants in your brain (most likely the cerebral cortex) to interface with the device, and to guide the water (which is usually diamagnetic, and responds very well to extremely strong magnetic fields) into the shape you want. I imagine it'd take a long time to practice enough to become skilled at moving the water, so you'd probably also need some eidetic imprinting (think of it as extremely fast learning by neural implant) to allow you to train more quickly.

Eventually, you would probably become skilled enough with the device to be able to waterbend the same way that characters in the Avatar series do.

If, however, you mean literal waterbending (i.e using your own "life force" or "chi" to move and control physical objects), this is regrettably impossible.
