after you beat the sub boss in the forest temple you get the boomerang. once you have the boomerang take it out and aim it at a specific part of the web then throw the boomerang and it cuts the web and the chest falls.

After you get the Gale Boomerangin when you defeated the baboon, head out the door (by using the boomerang to spin the a turnstile above it) and spin two bridges left to cross a gap and you`ll discover a monkey in a cage hanging from webbing. Use the boomerang to hit the web above the cage. The cage will fall and the monkey will scramble. That's how you get it and so good luck!
If you're talking about in twilight princess, there is a lake bed temple. Complete all the steps to the temple. You should eventually end up in an underwater maze. At the end, there is a room with three spider web covered holes in the floor. Cut the one in the middle, fall through, and the boss' key should be beneath you.

I'm afraid you can't. To finish the part with all the tears try your hardest to find all the white points on your map in the forest. Once you get all the tears you'll go into a cut scene and eventually get to go in there after you get transformed into human link. behind those spiderwebs is the forest temple.
