How do you buy property on vice city stories on psp?

No you can't buy any house in the game. But as you make progress through the game's story mode, you will unlock new safe-houses.

Example: Your first available safe-house is a barracks in Fort Baxter. Soon after you will be accused for hiding a drug under Lance Vance's bed although it is given by someone. As you are fired off the army, Phil Cassidy will give you his old safe-house, which you cleared of gangs and retrieved some money before. You will be informed through your PDA as soon you are sent out from the military.
