You can find togepi around the Daybreak ruins in the bushes in the same location as probopas. If you don't know were he is, after you exist the ruins, go to the left. You will need to ride one of the legendary three Pokemon and use their roar to get togepi to come out from its hiding spot. Roar right as you enter the area and togepi should jump out; if not move closer of further down the tree line.
